HUD FHEO IT Systems Support Services

NARTech leads technical support services for HUD Fair Housing and Equal Opportunity (FHEO) IT systems, including the HUD Enforcement Management System (HEMS), FHIP Performance Tracking, Fair Housing Discrimination Complaints (903 form) submissions, FHEO Program Compliance Data Visualization, FHEO SharePoint and internal/external web sites. Our work covers all application development and maintenance lifecycle phases, including definition, build, testing, deployment, operations, and maintenance. Recently, NARTech has extended the functionality of HEMS with the Site-and-Neighborhood-Standards (SNS) Checklist module using the FormIO tool as a low-code solution, reducing the implementation time for this 25+ page form from 6 months to 6 weeks without any additional labor or licensing costs. We are assisting the HUD FHEO in defining and implementing AI-based data analytics and operational improvement solutions. We use Scalable Agile Framework (SAFe) integrated with DevSecOps and our High Maturity CMMI-Development Level 5 practices for high-quality product delivery. Since NARTech’s return on this support contract, the HEMS application is back to having zero defect releases!


HUD Section 3 Performance Evaluation and Registry System (SPEARS)

NARTech performs design, development, system maintenance, and restored operations of the SPEARS application that enables FHEO staff to oversee and monitor Section 3 outcomes for more than 5,000 direct recipients of HUD funding, facilitate online electronic submission of the HUD 60002 form by covered HUD grantees. We also implemented the Section 3 Business Registry. NARTech integrated SPEARS with the GSA Login.gov and HUD Secure System Portal for user authentication / authorization and with the Financial Management System (Financial DataMart - FDM) to query financial disbursement data for HUD grants subject to the Section 3 rule to promote economic opportunity for HUD-assisted residents.


EPA Data Act

EPA’s Office of Technology Solutions (OTS), in alignment with the Federally-mandated Data Act, is consolidating financial, procurement, and grants data from three existing EPA systems into a new data quality management environment called the Data Act Evaluation and Approval Repository (DEAR). For EPA OTS, NARTech supported several high priority projects related to the Data Act Implementation, as well as the development, deployment, testing, functional analysis, migration, and documentation of several EPA Chief Financial Officer (CFO) IT systems and modernization initiatives.


EPA SCORPIOS Modernization

The EPA Superfund Cost Recovery Package Imaging and On-Line System (SCORPIOS) application is used to recover the cost of cleaning up hazardous waste spills at Superfund sites across the country. The original SCORPIOS application was developed over 16 years ago and has reached the end of its development life cycle. NARTech was contracted to update the SCORPIOS application using modern technologies. Tasks on this contract cover the entire SDLC from Requirements Management through Design, Development, Testing, and Transition to Operations and Maintenance.


HUD Office of General Counsel (OGC) Law Manager

NARTech provided Software-as-a-Service (SaaS) to the HUD Office of the General Counsel (OGC) on this LawManager (OGCLM) support services contract. We performed market research, analysis, documentation, development, implementation, and provided ongoing maintenance and support for the customized HUD OGC LawManager (OGCLM) implementation hosted in the Amazon Web Services GovCloud region. LawManager is a COTS product from Bridgeway (Mitratech) Software Inc. that is used to manage legal case files.


HUD Enforcement Management System (HEMS)

NARTech provided Development, Modernization, and Enhancement (DME) services for the HUD Enforcement Management System (HEMS) initiative to consolidate six (6) HUD legacy systems supporting enforcement lines of business, and subsequently expanded the functionality previously provided by the separate systems, including the modernization of FHEO’s Title VIII Automated Paperless Office Tracking System (TEAPOTS).


FHFA Application Development

NARTech provided Application Development Support Services for Federal Housing Finance Agency’s (FHFA) more than thirty (30) internally developed applications. These applications support FHFA’s mission to regulate and supervise Freddie Mac, Fannie Mae, and twelve (12) Federal Home Loan Banks. Most of these are web-based applications built on Microsoft’s .Net Framework, utilizing Visual Studio, Microsoft Silverlight, and XML with SQL Server back-end databases.


HUD Office of the Chief Information Officer (OCIO) Web Access Security System (WASS)

NARTech has been providing the full system life cycle support. WASS serves as a single sign-on portal and provides a common framework for administering application-level security (authentication and authorization) for over 80 HUD program area business application systems and over 140,000 external and 4,000 internal HUD end-users. Technologies used: Java, J2EE, SQL Server, SharePoint, SiteMinder, ColdFusion, CASS/Peregrine, Serena, Tracker, Quality Center, QTP, and Unix.


HUD Office of General Counsel and Departmental Enforcement Center (OGC/DEC)

NARTech provided system development and maintenance of ECIS, DECMS, ECPCIS, and E-Discovery systems using HUD SDM/PPM and technology platforms including Microsoft SharePoint, MS ASP, .NET, SQL Server, Crystal Reports, Lotus Notes/Domino, and Sun Java/J2EE. Have developed over 85 Web-based work products using MS SharePoint, which includes interfaces to other HUD mission-critical program applications such as iREMS, HEREMS, and DAP systems.


NIH eXperiment ARchive (XAR) application project

NARTech worked with application systems development team in requirements gathering, design, development, testing, quality assurance, configuration management, deployment of Java-based XAR system for users across the 40 cancer research centers as part of NIH caBIG initiative for the U.S. Department of Health and Human Services (HHS).


NIH Data Quality and Management Support

NARTech was responsible for the design and implementation of a Java-based MAGE-OM API query tool for data validation to ensure compliance with 21CFR11, HIPPA, and other applicable federal regulations. Investigating how Affymetrix parsing utilities are employed by NIH NCI applications through utilization of the Affymetrix API Runtime Libraries (FDACFiles.jar) as part of standard Java applications build process.


NIH System Applications and Quality Assurance Support Services

NARTech was the founding contractor of the NIH CBIIT Software Quality Assurance Program. We provided support for the development and maintenance of caArray and caIntegrator applications suite, which includes quality assurance and requirements-based testing using technology and tools such as Java, Eclipse, Selenium, Oracle, MySQL, and GForge with CVS. NARTech utilized CMMI compliant quality assurance plans and practices on this project.


FDIC ViSION Support

NARTech provided support to the FDIC Virtual Supervisory Information on the Net (ViSION) system. Multi-tiered architecture using the SOA model and Microsoft development platform. Utilizes the MAAP User Manager component and exposes services for error handling, search, and reporting to support many bank supervision and case management functions.


FDIC Configuration and Quality Management System (CQMS)

NARTech assisted with requirement-based independent validation & verification (IV&V) testing, software configuration management, and software quality assurance for over 40 FDIC mission-critical application systems developed using Microsoft ASP, SQL Server, SharePoint, Lotus Notes, Java, Oracle, Rational, and Mercury toolsets.


FDIC Software Release Management Dashboard

NARTech developed and maintained MS SharePoint-based Project Management Dashboard for the FDIC Software Release Management Testing Center (RMTC) performing all phases of independent application compatibility testing and quality assurance required before the software is released in the standard production environment that included Lotus Notes, Java/Oracle, MS ASP, and SQL Server.


FDIC Internet Support Services

All NARTech assignments under this program were cross-organizational and technically multi-faceted covering the full spectrum of client and technology base. We provided support to the FDIC Internet and E-Business Strategy and Development Programs. This included the development and maintenance of FDIC Internet, Intranet, and over 30 Web-based applications, including www.fdic.gov. Developed FDIC e-business strategy and e-business system, the FDICconnect, for 10,000 external FDIC users at financial institutions nationwide with 18 business transactions.
